Healthcare providers, administrators, and educators must be knowledgeable about and active in the policy process, particularly as it relates to their professional work (Milstead & Short, 2019). I chose the proposed health policy Telemental Healthcare Access Act of 2021. The bill is designed to eliminate certain restrictions regarding Medicare coverage of mental health services provided through telehealth. Current law allows for coverage of such services regardless of the geographic location of the originating site (i.e., the location of the beneficiary) after the end of the COVID-19 public health emergency, as long as the beneficiary previously received in-person services and continues to receive in-person services at specified intervals. The bill eliminates these in-person requirements (Congress, n.d.).
Concerns about mental health and substance use have grown since COVID-19. The demand for mental health treatment of anxiety and depression has increased since the start of COVID 19 (APA, 2021). Psychologists say there has been an increase in demand to treat anxiety disorders 84% (74% in 2020) and an increase to treat depression 72% (60% in 2020) since the start of the pandemic (APA, 2021). Referrals for mental health treatment have increased from 37% in 2020 to 62% in 2021 (APA, 2021). The pandemic called for remote or telehealth visits. Clinical psychologists continue to provide 96% of services remotely (APA, 2021). Most psychologists have adopted a hybrid approach of seeing some patients in person and some remotely. Mental health before COVID was viewed as a stigma. The ability to receive help from the comfort of your home or telehealth has vastly increased the number of patients receiving mental health treatment.
